CITEL's Permanent Consultative Committee II (CCP.II) was supposed to be developing a recommendation on the use of DTV white spaces throughout the Americas for approval at the 10-13 November 2009 meeting of CCP.II in Washington, DC. The draft recommendation is in document CCP.II-RADIO/doc.1997/09 - which doesn't seem to be available online.
